Tilt problem

I am helping a friend of mine restore an old boat to use in a HP restriced lake. His tilt for the outboard will not engage. You can hear the relays click when both the up and down switch is pressed. Any help? Not sure if it is a pump or a motor issue. We tried to tap on it but nothing. The boat has been sitting in the same position for some time now.

Did you check the fluid level in it?

I haven't yet. I will call him and have him do that tomorrow. The motor doesn't even try to run. The relays just click in both directions.
