Are you talking about Pony/RR heads??? If so powder painting them isn't really all that hard. I use tinfoil around the swivels, I usually sit in front of the TV and cover the swivels which saves me time when I'm ready to start powder coating them. Yes the tin foil can be a pain but it's the best I've found so far.
Once you get them coated pull the tin foil, clear the eye and then you're ready to cure them. After you cure them make sure that the top part of the swivel spins freely, sometimes the powder will coat the top half of the swivel and then you carefully use a razor blade to free it.
If you need any more help let us know, and if you're talking about some other spinner head we'll still try and help you out.

I tried several ways to get to what works best for me now. I take a small cup and fill it to the brim with water. I then hold the willow blade, snapring and swivel into the water but not the head itself. Then take it to the heat holding the swivel and blade outside the heat source best you can. Then dip in powder paint. Then dip back into cup of water to cool. What little if any does get on the swivel it will wipe off with your fingers. Then hang it on the rack for curing and repeat until done and then put them in the toaster oven and you got it. Has worked real well for me and much faster than tinfoil or painting with finger nail polish. Give it a try on one or two and see what you think.
