No, there is a lot more to it than just carbs.
The best thing to do is get a copy of parts lists for both then compare. Look especially at manifolds, reeds, exhaust tuner and switch boxes.

Yup, possibly just compression ratio higher (domed piston, and/or smaller cc combustion chamber) AND carb jets/ reed plates. Most 150's, 175's, and 200's are ALOT the same....bore/stroke, weight, power head, etc. But the "other" things change the HP, like jet size in carbs, reed plate "flow"/design, and timing (advance).
Do some research on these reeds OUTBOARD - PRODUCT SEGMENTS , I know they woke a few dirt bikes for me in the past, thinkin about installing a set in my 90 two stroke, also check the the blades in your carbs now, to make sure they are completely open at wide open throttle, if not adjust cable to completely open blades..... A lot of people aren't aware that they loosing performance from things like that.
