Are most Ga lakes(DNR) open to the idea of people putting out fish attractors. Ever heard of an issue where if you used something like the coffee cans and PVC like has been posted here that you were littering? I was rounding up some coffee cans at work today to make some coffee can condos and someone mentioned this is why i was asking. Any input appreciated.
It is legal here. Check with your wildlife management in your area. Here is TWRA project link..... I have talked to TVA and COE several times. Just don't block the driveway (waterway) with it and no metal is basically what they told me.

If you took one of those coffee cans and just threw it in the lake, that would be littering... but to build an apparatus with it and other objects (the pipe) and sink it in a predetermined area with care and a certain amount of order, that wouldn't be littering.
I think using biodegradable material would be a bit better for the environment than man made materials... but the benefits from either outweigh the negatives.
Fish of ALL species need cover at some point in their lives to survive.
I have witnessed first hand, how many of the lakes I fish, have become barren of fish cover and habitat; as we develop lakeside shorelines for residental and commercial use. The Photo below shows what is happening to our lakes. rivers, and streams fish habitat- it is disappearing at an alarming rate.
We ALL can and should do something to protect, improve, and enhance fish habitat on our home lakes. Buy it, make it, or protect what is there now; I suggest that each of us take a day or two each year, at least, to improve fish habitat on our favorite lake. We must replace lost fish habitat, or we, or our children, an/or grandchildren will see our lakes become barren of sufficient numbers and quality of all fish species to catch, eat, and enjoy the sport of fishing.. We all can and must do our part on this important issue. ;) If we don't- the photo below will look like our favorite lake, sad but true..... And few, if any fish will live there....
