Have a feeling I know who you are talking about, sad that someone says they will do something for you but do not come through. If he had a color chart, chances are he made it up himself. There is no right or wrong way to do it, if it catches fish, you did it right..... for that day anyway.
As far as colors, what kind of water are you fishing.... clear, stained, muddy? Would help with some more info. Most chenille is pretty cheap for just 1 card, I end up buying 1 card of several different colors that I think might work and wait and see what the fish think.

Jig Pictures sticky thread at the top, many have the materials they used to make them. My favorites are pretty simple for clear water mostly.....
Silver Head/Silver Tinsel Chenille/Dun (gray) Marabou
Silver Head/White Chenille/White Marabou
Black Head/Gray Chenille/White Marabou
Twisting together 2 colors of chenille works good to make your own mix of colors. I mix White/Silver Tinsel alot for crappie and Tobacco Brown/Black alot for smallmouth. Posibilities are endless, just mix away. :) Sorry for rambling.....
