The easiest and best fix is to find a motor that properly fits your boat... I think they make long and short shaft motors for a reason!
.. or maybe they should start making them all one size and let everyone improvise?

Shop around, you might find a short shaft.
Yes, its easily solved with a jack plate. The major issue will be finding one that will adjust enough to allow the anitcavitation plate to be where it should be on your particular boat.
The greater the HP and the faster you want to run, the more of an issue this will be. Lower HP and moderate/slow speeds won't be a problem at all. Do consider that the longer shaft will be like a longer lever, so if you hit something, you're going to put a lot more torque on the transom. Be sure to mount securely.
Years ago some manufacturers offered an extension kit to convert a short shaft to long shaft. I don't know if the opposite is/was available though. You might look into it.
The long lever scenario will also cause more bow rise at take off, especially if it's a tiller steer. Depending on the boat and HP of the motor it could even flip the boat over backwards.
At the very best, a long shaft on a short transom will be an excellent way to find submerged rocks and stumps.
I have a 20" - 15 Merc on a 15" transom. I bought a Mini Jacker jack plate and raised the motor 5". Works great and I have no problem with bow rise or anything else.
