I looked back through the 2009 TWRA Fishing Regulations, just to make sure that this was correct... There is no limit to the number of rods that can be rigged out (per angler or per boat) on any Western TN waters. There are only a couple of bodies of water in TN that have rod limits, and it looks as though they are all in East TN. Here is the link to the online TWRA Regs...

No pole limit per person that I've found.
The only hook limit That I've found is 1 hook per jug.
Plus the limit of hooks on a trotline.
I troll with 6 poles out front with 6 hooks per pole.
