Got Caught!!!!!!!!!

I caught this dude at the lake and he claims he was there doing a landscaping job at one of the residences on the lake, hmmmmm, I don't think so. He ran me off and said noneya after I tried to question him further and got my camera out. :D:D

What's the issue here? What's in his hand or is that just a howdy signal?

I know it looks like the "Universal" signal but all I was truly doing was waving him off.
