You might consider using certain plastic worms (Kut Tail, SoftyLure) that have a great action near surface when rigged on 1/32 or 1/64 oz ball head jigs. A light 2# diameter test leader of fluorocarbon or braid allows the darting-with-pause action that fish can't ignore. Floating Rapalas and Rebels are classic twitch & pause baits.

Thank you guys for all the suggestions! I am going to check each one of them out... probably won’t be wading the river for sunfish/smallies anymore this year but will add some stuff to my arsenal :)

you might want to try a clear casting bubble and a real small popper ?
probably wear down some sunfish on a spinning outfit
