confirm that it is the box. If its the box, it should be able to be freed up by opening the box. they are very simple inside. Sounds like it is the shift cable that is bad. It is very common that they freeze up. cheap fix if it is cables.

It could be the shifting activator inside the lower unit. I had to change one out on my 60hp mercury because shifter was hanging up. I bought the part, pulled my lower unit and took it to Kelly Davis. He had to breakdown the lower unit to get to the part that was being replaced. The part was pressed in and once out, it didn't look as if anything was worn on the old one but I had him install the new one. He pressed it back, put the gears back in and I took it home and stuck the lower unit back on. Shifted like a new one after that.

We unhooked the cable and it shifted easy.So we took control apart and got it to shifting , put it back together it shifted once then hung up solid . Quit for the day!

Get a schematic for the control box, something is not going together quite right.

What did you finally have to do to get it working again? Just wondering.
