I've found that many of those release times are never accurate at all. They're very hard to rely on, at least on the waters I've fished.
Afterall, they're still the Government so what do you expect? Accuracy? :D

For Oologah you can click the link marked Oologah then scroll down and click on the link hourly data for this lake then scroll down and click Oologah lake-tailwater and it will show you how much water is coming out and when it started, stopped or changed.
So for today it looks like the 745am is about right. Most all other lakes are the same way. Hope this helps.

Oologah was slowwww today. Fished piles at south end of lake and fished standing timber at blue creek. I caught dinks only at 15-16 fow. Tried shallower in timber but got same results. Lake's up and water was rolling out of the dam fast. Water clarity was still decent at south end but the crappie didn't cooperate. If anyone did some good there today I look forward to learing something from your post.
I fished last Thursday, fishing was slow and all we caught were dinks. I'll be back out Tuesday evening, I'll post my results.
Fished Saturday and it was tough, we caught 7 crappie. Water was up 7 or 8ft or so and rising. Also found millions of mayflies all over the water and in the air. I bet the crappie are stuffed and if they didn't like the mayflies there were tons of small shad schooling everywhere the last few weeks. Might be a little hard to compete with mother natures free food right now. Hopefully they'll crank up the water discharge at the dam and get the lake back down to normal as quick as possible.
I fish out there Sunday, and didn't even catch a crappie. I caught several small blue cats. LOL. I remember few years back they bite, like crazy when the water was high like this.
mayflies mean good catfishing for chanel cats we seen them last year at daylight busting the water eating them and caught them for a while was fun
