Plano uses those numbers to designate different size boxes...3600 series is the small one..I usually like to make them 18 compartments..3700 is larger..I make them into 24 compartments..just depends on what I want to store. There are several interior designs for each of these sizes
When you look at tackle bags...usually you can buy them with or without a set of empty boxes included

I just purchased this one a couple weeks ago. It holds 8 of the 3700 boxes, It only came with 4 but thankfully they were the same size as my other smaller tackle bags held.
BPS had their 360 and 370 boxes on sale last week, 4 for $10. Same size as Plano's 3600 and 3700. 24 per case I bought a case of each. Shelf price is $5.99 for the 360 and $6.79 for the 370.
walmart had a good clearance sale on some tackle bags with boxes years ago. I got 4 that will hold 4 3700's and 4 that will hold 6 3600's for $5 each. I've been given a few as gifts over the years too.
If you are thinking about buying a bag that includes empty boxes, be sure the boxes are a plan you like..
I use worm binders they come with 10 resealable pouches and pockets on the side when they are completely full they are about the size of a dictionary you just unzip em and get what you want zip em back up they store real easy also
I must be the biggest redneck cause I use a ridgid tool bag I leave all my jigs in original packages and I put my jig heads in plano box and chunk everything in that bag like extra eyes and glue, hand held gps , leatheman and a couple Huslers for when the fish arent biting.
Oh and my Mimi never leave home without it
