He must be trying to cross a bar into a river on an outgoing tide. That was some huge current. Maybe the Columbia River at Astoria.

I used to fish at bouy 10 for salmon up river from there in the 90s. About late august into sept. the silvers run. Boats everywhere fishing. I had a 15 1/2 foot deep v sylvan with a 15 merc. Later upgrade to a 25. One day there was an 8 or 9 ft swing in the tide. We were in the rip holding with the other boats when one in front of me lost power. That boat zipped by on the current. That was kind of a wakeup call for me. I told the 2 guys fishing with me to reel up. I bet there are fish on the edge of this current so we moved. We got our limit and our knuckles weren't nearly as white.
A big brass monkey ain't got nothing on those guys.

According to the video: "2 fishing vessels brave the Grey River bar in full flood. Greymouth New Zealand". Apparently, this is common practice to get back into port.
