Sounds like your seats are worn out, that's what is eating your washers up. They are usually a quick fix if you have an old time plumbing store nearby that an match the up. Don't even think about asking a big box store.

Okay , have to add my stupid comments(wearing the crown). Is it true your shower is only 4 ft up from the floor? You need a seat wrench to get them out, it's kinda like an Allen wrench, you stick the proper sized wrench in the seat and it will unscrew.
