The top one looks like a de-horner maybe or could possibly be a cable cutter, and the bottom one is a clamp that was used to make steers instead of using a knife to castrate.

The bottom one is what they used to cut a stud horse, they clamp it a little above and then cut, and it made it go numb so it wouldn't hurt as bad. the other was used to dehorn.
