This problem was at the transformer Major. That would be the utility company's baby. I did have one last weekend where the neutral inside to meter base was loose on the load side. It began arcing and caught on fire. Luckily it was on a remote utility pole. I had to replace the meter base and disconnect.
Everything is underground in my neighborhood, I guess that stuff would be in the big green boxes scattered here and there.
Yep... The green boxes are the spot. The connections that were bad at my house was in the smaller of the two green boxes. Is the big box the transformer?
Yes, the little green box has the service lines running from it to your house.
The big box is your transformer. The little boxes are either phone or cable tv depending on the box.
