Actually, the reason we need more specific rules is, before, without them, several back sides were bitten. I think the committee is trying to prevent that from happening again.:)

There will always be something but cover as many scenarios as you can, have a crew appointed to work out the ones you didnt think of, and deal with the sore hiney for a little bit
