Weekend before last on Harris it seemed all the fish was in the middle of the water column and bait fish was hanging at the surface. Couldn't get anything to bite, and whenever I see these conditions I nearly always get skunked.

I tried vertical fishing on bottom and middle, and tried cast and retrieve. No takers.

Are there any techniques that work under these conditions?
