The absolute best bait for those blues is FRESH cut shad, preferrably the head or mid-section (I usually throw the fin away). We will go and throw our net and immediately put the shad on ice because the fresher the shad is the better.

Right now minnows and jigs are working real well while spider rigging channel edges. Shad or perch heads are hard to baits throughout the year.
ya, Beagle, small cuts of fresh bluegills will work good. so will frozen shad and frozen skipjacks. I personally wouldn't think of going without fresh shad, though. especially this time of year. but on truman that usually means a big, heavy net and a long handline because those shad will be deep on most days, usually somewhere where a creek channel get ups next to a bluff... on warmer sunny days, follow the wind into a cove and keep following the wind to the bank and that is where you can find some bait shallow, really shallow. usually where the bait is, the bluecats will be close too. good luck!
During the summer months I often use the cheapest greasiest hot dogs I can find for use while jug fishing with my sons. You won't catch many monsters with it, but you'll load up on eaters. Not sure how they would work in cold water. Shad is the bait of choice, but I always have some nasty hot dogs with me in case we have trouble finding shad. Early in the year before the shad grow large enough to catch with a cast net, we use hot dogs exclusively.
During the summer I bag shad in quart bags, never let em touch ice, then use them during the winter. I've done ok on hotdogs as well below Truman dam.
