Ranger boat and motor setting on rocks on bank

Yesterday was on the Osage fishing and saw a nice Ranger with a 225 merc. that was setting on the rocks on the bank. Most of boat dock was out of water too. The Ranger had been tied with a LONG rope to the river side of the dock but when the water goes down the boat swings to down river side and gets left high and dry on the rock bank. Somebody should have been checking on it. the rope was way to long. Sorry didn't take a pic. Boat won't be moving anywhere untill river comes up about 4 ft. Lots of boat docks on dry ground right now.
