There are always a few resident fish to get started. You can probalby catch a few at Osceola, Tally Bend, Warsaw without too much problem, however it won't be a quick limit for every one in the boat.
They will really start to move as the water warms up, if you time it right Tally Bend and Osceola can get real hot and be as good as any snagging in the world. Typically this is late March, but the water temps are still extremely cold for this time of year. As the water temp comes up and they start releasing some water from the dam Warsaw is great. The last three weeks of April tend to be the best. Just make sure you stay below 65 bridge. All you have to do is find the majority of the boats and work that area.

My wifes grandma lives in Miami, OK and I was amazed at the ones they were catching off the bank there at the park in Miami a couple of years ago. Is that the river they closed?
As far as up here, the snag the heck out of them clear over to the KS state line on the Marais Des Cygne/Bates County Drainage ditch. I was taking my boat out at the Old Town Access just north of Rich Hill last spring, and A kid had 2 #60 + fish from the bank just above the ramp. Taberville is also a hotspot. My folks house is on the river there, and its a mess the 1st 2 weekends. People going nuts, camping, partying, snagging... I try to stay off the water then, but they are amusing to watch!
