This is a smart move on the part of MDFG, I know they'll swim up and over or through spillways but never even thought about them being moved that way.

For those who may not know or heard, MDFG just passed or came up with new rule this spring. Any bait fish netted or caught below spill way must be put immediately on ice. No moving live bait up to main lakes to prevent moving carp into lakes.

I would bet money there already is some in these lakes from folks get there bait from below the dam and bringing it to the lake.
Enforcement is gonna be the problem.

Hope you are wrong, Slabin...But I feel you are probably correct
If you see someone doing it wrong ask of they know the new rule. Print a few copies to have with you.
Check the message board at the spillways to see if the rule is there. If so, point it out to them. If they still do it wrong give their tag number to Mr. Green Jeans.
