On the brighter side could just need fuel pump rebuilt or something simple like that :)
Anchor? Don't even have one on the boat right now lol
Last time i had that problem had some water in the boat . Right e.z. ? Lol
I had to treat my fuel pump with fuel treatment for an hour or better to get the pump to work correctly after 5 years of setting up,,,, I just took the pump out of the VST tank and used a clear piece of line and ran it from input to output to make a circle,,,used a 12 volt battery and ran it with fuel treatment for 5 or 10 minutes at a time until I Was how it sounded and ran after about an hour of running off and on,,,,reinstalled it and it ran perfect after that,,,,
Might sound stupid but are you sure all plug wires are on, I changed plugs on my boat and forgot to plug in right side, motor seemed fine until I was on the water, then It would not get on plane, once plugged in it was fine.
If you get back on the water and its doing that. Hit the choke while taking off. If it runs better jet is stopped up. Most times it will take right off when hitting the choke. That or the timing is off when under a load and kicks in when advanced. This great fuel we have now any old hose's may be breaking up and plugging up the jets each time you clean them. Be good to change all those out also.

Could be Reed valves. My Merc. Acted like that two years ago. Just wouldn't wind up ouut of the hole but once on pad ran great. Replace Reed valves and found old ones chipped off and missing some. Has ran great ever since. Easy to replace if your at all mechanically inclined
Get a can of seafoam and put the whole can on and run it. Those 125 run on 2 cylinders at low speed then kick in to 4 under full load. The carbs are a pain to build on these motors. You could have a trigger problem also
Get him to check the CPS sensor
