Won't start!

My johnson 200 V-6 won't start unless I spray some starting fluid into the carbs. Then it will start right up over and over. But if I let it sit for an hour it won't start again.
New fuel,new fuel lines,new plugs at .030 gap, and bulb is staying relatively taught.
Any ideas??

First of all never use starting fluid with an outboard. There is no lubrication in it. Use pre-mix in a spray bottle. Check your choking circuit to be sure its working properly.

What ratio on the pre-mix and choke makes a clicking noise when pushing in, is it supposed to?

50:1 and yes it should. Make sure it is working by taking the line loose from it that goes to the carbs. Put the line in a jar or something then turn the key on and push in. Fuel will pulse out if working properly. (not a steady stream)

On that motor my Clymer book says to use Champion plug #QL77JC4 or L77JC4 gaped at 040
