fuel leak

If I let the gas tank sit while not in use, The fuel cap is tight. most all the fuel seeps out. but loosen it don't. Its a metal can on a twenty johson. Any ideas on this back pressure?

I had some problems metal gas tanks back in the day. one got a pinhole in bottom and the other would seep fuel. the only thing I could do back then was crack the vent screw on the gas cap. these day I run two plastic tanks in my boat and solved to problems I had back then, One is condensation and fuel seeping
