In Wisconsin we have had pretty high panfish bag limits - used to be 50, now it's 25. Some lakes have finally gotten down to 10 per panfish species, and a very few down to 5 per panfish species.
Ice fishing takes a LOT of fish out of the lakes, as does early spring/spawn fishing, and some of our lakes that used to be pretty good, you work to catch 5 decent crappies.
I think a bag limit of 10 per person is still too much. When I have another person in the boat and we keep 20 fish it seems like a lot. I'm not sure we'll get the help we need until we get to a limit of 5 panfish per species (5 crappie, 5 bluegill, 5 perch - allowed a total of 15 is what they have done on a very few lakes).
Has anyone else seen this, and have you seen anything that helped turn it around?

Crappie are prolific spawners and suspect much depends on what part of the country your in as to what the limit should be. I leave it up to the wildlife biologist to figure out the numbers since they are experts in the field.
