For the use under what circumstances ??

Basically, a "leader" is just a section of line that is different than the main line that comes off the reel ... either in pound test strength or type of line (like fluorocarbon on mono main line - or 8lb test on 30lb braid main line).

I've pre-made "leaders" for a couple of techniques I've been known to use : loop knot on one end & jighead on the other (for Pushing jigs) ... and even for hook/sinker rigs (back when I was fishing "buckbrush" at KY/Barkley during the Spring spawn ... using 10-12' collapsible rods) In both cases I had braid as the main line & a duo-loc snap tied on the end. That way I could quickly change out my rig in the case of getting hung & breaking off, or have a fish break the leader.

That's a "leader" if the main line coming off the reel is greater than 6# test line and he tied it on the main line. It would just be his "rig" if he had 6# line on the reel & just put the sinker & hook on the end of it.

I generally use 6# line on the reel and a 4# strip of line, (leader), to about 6'to 8' long. if i get hung up, the leader breaks, not my main line. I use a #12 barrel swivel between them connected with what I call a truckers hitch loop, Jig at the bottom with a loop knot Like Richard Gene the fishin' machine taught me in his video
