Hey how about one of the floating boat docks? They have them that you can move if needed and you just drive up onto it. SO if the water falls or rises you can just pull it to where you want it. If you have not seen one before here is a link...

My rail system would be one where you have 2 pipe rails going out into the water and your boat just rolls in and out on a trailer like I have using a speed reducer and winch type drum with cable. You can run it out as far as you want and let it hit the water where it can.

I have spent a lot of time looking at different solutions for sure!
