Rough River Lake Access

Does any one know if Rough River Lake can be accessed at Axtel and North Fork during the winter? Since the corp lowered winter pool a couple years ago, I am unsure...

Best to Use Dam Site when it's at or near winter pool. North Fork would be probably out of the water, Not sure about Axtel.

You can only launch at Dam & North Fork, the thing about North Fork is it is very shallow to get under bridge . It would be best take trolling motor to troll under bridge.
