The Bluegrass Army Depot, Richmond, KY. The main gate on 421 is the correct way to get in, drivers license or maybe another form of government issued ID is required. You'll need to go to MWR to buy the pass, $35?
Never have fished there but my work colleagues say it's good.
Looking at the map online there's a few ponds. I believe the larger takes more to get to, ie. escort services.
As they get farther along in the processing I would look for much tighter restrictions. Just call MWR to be sure you can fish or hunt.

I'm from Rockcastle County and if I were you I'd check out Cedar Creek when it gets closer to spawn. Not a lot of people crappie fish it unlike lakes like Cumberland. Last couple years I've caught quite a few fish in the 13-14" range with a few fish over 15". The crappie should continue to get better all the time with all the cover the lake has to hold fish. If you haven't ever fished Cumberland at night by putting out lights and dead lining around the shad you bring up that's something everyone should try. In the summer or really as soon as it gets warm enough to stay out all night its a blast. Never know what you might bring up next. Crappie, white bass, striper, walleye.. its a ball of fun.
