It's illegal to have open containers (cans/glasses/bottles) of alcoholic beverages in ANY public place in KY. KY law says that our lakes/waterways are "public places" .... so YES, in that sense it is illegal.

and the waterways of this state are considered

It's not only illegal, but it's also not a real smart idea to be consuming alcoholic beverages in this heat ... especially when operating a vehicle (boat).
Here's a quote from the Coast Guard Auxiliary website, in reference to alcohol & boating :
"Just as in driving a car, alcohol use while boating can lead to impairment of critical senses needed to avoid boating accidents. Slowed reaction time and diminished decision making ability can make your day on the water a less than enjoyable one. Additionally, alcohol can cause dehydration and illness when you are exposed to a hot, sunny day of boating."
