On a moving bait going for a reaction strike I think the paint doesn't matter. A jig dropped into the face of a fish vertically and held there it helps just having peace of mind that the bait looks more real.
Painted jig heads are probably more important to the angler than the fish. If you have more confidence using a painted jig go for it. I use a plain lead jig most of the time cause that is what I'm confident using..

Use orange head just what I like. Unless fishing a grey ghost then the head is either grey or unpainted.
Yes I believe they make a difference, I prefer the chrome jig head, add a little flash to the jig.
