HCR 5017, a Constitutional amendment authorizing the legislature to change the way watercraft are taxed in Kansas, passed the House last year and the Senate last week. The question will appear on the ballot in November.
Currently, all watercraft, motorized and human-powered, are taxed at 30% of fair market value.
In contrast, recreational motor vehicles are taxed based on weight and age.
Because of this discrepancy, and the fact that most other states tax at a much lower level, many Kansas owners register and store their boats outside of Kansas. A more reasonable approach to taxing watercraft would provide an incentive for owners to register their boats in Kansas and pay taxes here.
Should the measure pass in November, nothing would change until the Legislature took action to modify watercraft classification and taxation.
