There's a commercially sold jig for salmon and steelhead that uses this technique called the Aerojig. You can find them in stores all over here in the PNW and I imagine around the Great Lakes as well. That's where I first saw it used. There are a few tutorial videos on YouTube on how to tie them.
This chewing gum chenille works great making those as well,,,i use on jig making as well,,,jumbo size has some great colors as well,,,buy all 13 from Fnf and get what they call the Range pack for a special deal….shipping kinda is pricey though,,,
Yes you spin it right along with the chenille it can be a pain doing it but it gives it a great look and you can use up all those pieces of hackle instead of wasting them. Shoe was right that it's based on the Aero Jig pattern https://www.youtube.com/watch?v=S9WhNP64jTQ
