Quick search mentioned them as steelhead spoons, might find more info from folks in that region.

Never heard of them. Should work just fine after being cleaned up.
These are similar to the Doctor Spoon that sees a lot of trolling use, especially for lake Trout. Over the years I've seen several of the ones shown and have had a couple myself. I trolled one in Lake Superior for part of a day until something broke it off. The couple I had had silver plate on them for a finish. I'm not certain what the base metal is/was.

In 1976 I bought this spoon in Canada. The hook end could be changed depending on what type on action desired. The lure worked well on Pike and lake trout.
It looks similar but not the same spoon. I also had and lost a KB spoon that that was similar.
