You have to remove the tin foil after painting and before baking it! Maybe your over is too hot or what ever is melting the tin foil as I have done thousands and never had that.

x2 on tin foil. I just painted about 200 last weekend. I use these thing 90% of the time with plastics of all types
I've always used tin foil to cover my crane swivels - if it's literally melting to the swivel you're temp is way too high!!!! Yes you have to take the tin foil off before you cure.
I used tin foil but hard for me too wrap because Arthur itis. JimFish gave me a tip on using heat shrink. If you have electronics store close get some 1/8 heat shrink, cut in 1/4 in pieces. Slide over swivel heat until it shrinks around swivel, then heat head and dip in paint. Let cool, pull shrink off, then clean paint from around swivel at head then cure in oven. Do exact same thing with tin foil peal and clean before curing.

I use a heat gun and I use fish tank air hose that is 1/16" small in side the hose.I cut the hose at 3/4" length, just remember heat the jig not the hose and by using a 1 2 count then dip and let cool. Then remove ,clean and bake and if the paint fills in the eye of the hook, use a small wire like a paper clip.Heat the tip of the wire red hot and it will clear the eye openning.............woody

Get a small bottle of water, filled to the top. I use a small presription bottle. Heat your jig, then just dip the crane swivel into the water and you'll hear it sizzle. Sling off any water still on the swivel, then dip it into the powder paint. The paint will not stick to the cooler swivel. While I'm heating the head and dipping the swivel in the water, I'm holding it by the hook with a pair of forceps. Before dipping into the powder paint, I'll grab the head by the hook eye with another, smaller pair of forceps. This keeps paint from getting into the hook eye.
