Making Popeye Jigs

What kind of feathers (hackles) are typically used on popeye jigs? I'm just getting started on making my own. I see they're sold as "Saddles" and "Necks". What's the difference and which one should be used?

They sure seem pricey too. I'll probably start off just making black ones as that's my favorite one.

Any good sources for hackles?
