i dont use very much of it....my ? is how long is to long....im talking about wrapping it not using it for tails....it seems all the hackle i got is very long and i dont like cutting it down due to the fact i think it takes away from the movement....i know alot of you guys use it so i was thinking you guys would be the right guys to ask....

The hackle size should be about 1.5x the hook size... you can get hackle gauges from fly tying stores

Don't use neck hackle for that, but do use Saddle Hackle and it comes long as that is the way it is. I use what I need and save the small portion left over in case I need a really small hackle for tiny jigs. I also don't know if you are making a hackle collar or palmered hackle which would make some difference, but not a lot. You can get by with 3-4 wraps for a collar, but palmered you just need as much as it takes to wrap the body length.
For me the gauge thing is more from dry flies as you need it to be the right size by width then.
