I think they work best daytime too. I make my own and have had some good reports and have done well myself.

I've used glow jigs in deeper water on cloudy days and caught some really nice gills. Not too many crappie on them yet.
I have tied up jigs and used plastic jigs to for years and love them. I really catch lots of different species of fish from 4' to 150' of water with glow in the dark jigs and baits during the day and at night to. I have times when thats all they will hit is a glow in the dark jig or plastic bait.
love to fish and make soft plastics
Glow-in-the-dark jigs work real well here in Oregon just before dark and also in deep water during daylight hours

I love glow in the dark jigs, have caught a few hundred trout on them and many brown bullhead, crappie, hybrids and other stuff at night with them. My favorite stuff to use is some sort of lace that glows in the dark with my favorite now being Body stuff from Hagen's. Also, don't forget about the new high tech powder paint that is out there that will hold a charge for hours and stay very bright.
Best way I have found to charge them is to use an UV fluorescent/LED light source of some kind. I wish I had the flashlight I want but not ready to pay $65 for one light simply to charge glow in the dark stuff. BTW, in my experience, charging with a UV light source lasts 5x longer, there abouts anyway.
I love taking my kids fishing, now if I could just manage to fish at the same time.
