Starved Rock launch

Does anyone know why they don't have a dock at the starved rock boat launch. Would be a great place to take off from for Sauger fishing but with out a dock it is a pain getting in and out of boat.

Probably because of the high water levels. They have been going up and down like a yoyo for over a month. I have a boat ramp above the Marseilles Dam and the river returned to normal pool Friday after being two feet high.
