I assumed the sign in question is a state posted sign, then it is the states responsibility to change the sign, failure to change the sign gives the judge grounds to dismiss the case. Just like when the speed limit went from 55 to 65 on the interstate in Illinois. The speed limit was changed over night. However, the posted speed limit is the limit that you must obey, regardless what the new law said. If the posted sign showed 55, you would get a ticket for doing 65 in a 55 zone even though the law was changed on the books.
The way Illinois is going, they might have regulations, but nobody to actually enforce them. They may find it difficult to get people to work for free!
