Chumming holes in Minnesota is illegal big time. Hefty fines are attached to the tickets you can get.

If its legal where you are, try ground up eggshells. I have put small amounts of glitter in the holes before and as it sinks can draw fish but there again, I am probably cruisin for the ticket bruisin too except it is not anything organic. The glitter was good for trout under the ice. I suppose the glitter would constitute littering, but who knows.

I emailed the DNR in IL to make sure chumming was legal in IL, and here's the response I received.

Illinois has no laws dealing with feeding or chumming of fish in Illinois waters. Due to the threat of VHS disease to our waters, I would recommend not using crushed minnows or other fish. Minnows must be purchased from a certified disease free dealer or used on the same waters in which the fish bait was caught.
