There was a bulletin board a while ago where one of the members took the gas powerhead off a Briggs & Straton 5 hp outboard and adapted a DC motor to it. He used an external PWM controller.

You can actually get enough thrust to get a small boat on plane for a short while with one of these set-ups.

I think it would be a fun project if you can find a suitable lower unit to work with.
