Something like this could be made to work with a spotlight mounted to a shaft (panning) and the foot pedal switch could mounted to the tilt plate (switch in foot pedal tilts as you move pedal). Pan and tilt can be synchronized.

Something like should work if my understanding of the spotlight operation is correct.
