One can use tungsten or bismuth-EPA lead ban
I think either of these are fine as well as some other lead substitutes. If you have ever
seen a goose, duck, or swan die from lead poisoning, it is very tragic. The main problem
with lead is that it is toxic.
The price for our jigs and flies will increase a great deal and most of us know from waterfowl hunting, steel is not an appropriate substitute for lead.
