Whats the difference between color shifting powder and hi light powders?

Shifting colors when the plastic bait shifts like if you take it in your hand and turn it one way or the other, you will get a different shade.
Highlight powder is just like a transparent shade like a light blue a light green will give it kind of like a pearl affect.
