Lots of them get blown into the water from docks all the time. Fished around a lot of that plastic outdoor furniture

Plastic chair question. I have collected several. Do they need weight to keep them in place. I was going to use something to anchor them but now I’m thinking it would be a waste of time.
I have caught fish around the ones blown off of docks. I have also snagged a few and pulled them to the surface.
