I use a washtub and line it with 2 layers of plastic sheets then pour in the concrete. The concrete just lifts right out and you pull off the plastic.

Its not that we're tight, most places don't want anyone to throw plastics in the water unless you get a permit from the EPA. Deisel fuel is not good for the water, you can get a big fine if caught. The plastic liner is a great idea.

Agreed. And doing so "in the `wee hours" of the morning and getting caught can cost $$$$. Basically it depends on the state and/ or agency...
