To be safe we always figure 1/2 pound for kids and women and 1 pound per man.
If it is fillets and you have the rest of the fixens hushpuppies, fries, onion rings. You can get by with less than 1/2 pound per person, but I wouldn't use less than 1/3 lb per person unless it was all I had.

The more sides you have the less fish will be required but I agree no less than 1/3 per head regardless of age (well except the little bitty ones). Any extras are great for a late night snack if you can stash em somewhere!
Are you saying 12 kids (teens) and 24 adults ? A quart bag will hold 1.5 to 2 lbs depending on your filling. It's my guess about a bag for each 4 persons and you should have extra. That means about 9 quart bags , but if smaller kids you may want to cut back a couple bags. I always thaw out too many but usually someone willing to take any extras. never have run short on a fish fry here.
