you are right
I was part of a conference call yesterday that consisted of members of the COE, other port operators, and tug boat operaters, etc. Don't quote me because I got in late and didn't want to interupt or make people repeat stuff. But, what I understood was that the COE is concerned about the amount of "flood reserve" the different impoundments that drain into the Arkansas were at. Most were at 28% of what they can hold. Knowing the potential for fall rains, they are interested in stepping up draining the flood reserves back to 100%. The plan is to open up the dams to 60000 cfs and try to maintain the river at 100000cfs. I didn't hear how long it would take to get the different lakes back to normal. I did hear the river could be back to normal at the end of August. Just for reference...small craft advisories go out at 70000 cfs.
Looks like I might get the toon boat out on the river once before it is time to put it away for fall fishing.
